Taliban Issues New Order Banning Sale and Transfer of State Lands Without Leader’s Approval

The Taliban administration has announced a new decree issued by its leader, Hibatullah Akhundzada, that prohibits any sale, distribution, or transfer of government lands without his direct permission.
This three-article order was released today (Tuesday) by the Office for Enforcement of Orders and emphasizes that full control over Emirate lands must remain under the authority of the Taliban leader.
According to the first article, no ministry, department, or municipality is allowed to allocate or sell government lands to individuals or legal entities unless a specific order is issued by the Taliban leader.
The second article states that the transfer of Emirate lands between ministries, departments, and municipalities is also forbidden without the direct instruction of the Taliban leader and can only occur in cases deemed “necessary” and with a special order.
This decision comes as the Taliban administration, over the past four years, has confiscated thousands of jeribs of land in the name of Emirate lands from the country’s residents; an act that has repeatedly drawn widespread criticism from citizens and oversight bodies, raising serious questions about transparency, justice, and property rights in Afghanistan.
