Taliban Establishes Security Unit to Enforce Land Commission Decisions

The Taliban’s Ministry of Justice has announced the formation of a special security unit to enforce decisions made by the Commission for the Prevention of Land Grabbing and the special courts. The decision was made during a leadership meeting of the commission held recently in Kabul.

In addition to reviewing the proposal to establish the security unit, the meeting also addressed the implementation procedures, the identification of public pastures in Ghor province, and the legal status of more than 24,000 jeribs of land across three provinces.

Barakatullah Rasooli, spokesperson for the Ministry of Justice, stated that the primary purpose of this security unit is to implement the decisions of the commission and the courts, particularly in cases that face opposition or resistance. He also noted that further documentation and information will be collected in certain disputed land cases.

Mohammad Zalmai Afghan Yar, a military affairs analyst, said that over the past four years the Taliban administration has identified thousands of jeribs of seized land. However, due to resistance from individuals against the enforcement of rulings, the creation of this unit might help support the execution of these decisions.

Although the Taliban administration has proceeded with establishing this security institution, concerns have been raised about its transparency and impartiality. Most official processes under Taliban rule lack legal backing and independent oversight, leaving property rights for many citizens uncertain.

In the absence of a legitimate constitution and credible judicial institutions, the creation of such units could serve less to restore land to the state and people, and more as a tool of coercion or personal retribution. The international community and watchdog organizations are urged to monitor the land clearance process and the functioning of Taliban commissions more closely.
