Taliban Administration Begins Construction of New Prison in Panjshir

The Taliban administration has laid the foundation for a new general prison in Panjshir province, with a budget of 116 million Afghanis. The project was inaugurated yesterday in the Baharak area, the provincial capital, in the presence of local Taliban officials including the appointed governor and prison security authorities.
Heyatullah Hemmat, the head of prison affairs in Panjshir, stated that the new prison will be built on a land area of 11 jeribs and will consist of only one floor. According to him, the facility will include 30 rooms and other necessary sections, which will be constructed to “standard” specifications.
The Taliban administration says the aim of this project is to create a better environment for detaining prisoners and administering justice. However, the lack of independent oversight and ongoing concerns about human rights conditions and the Taliban’s treatment of detainees raise serious questions about these claims.
Previous reports have also highlighted the poor conditions of prisoners in facilities under Taliban control, increasing worries regarding the observance of basic detainee rights. Without guarantees of transparency and accountability, building new prisons risks reinforcing repression rather than delivering justice.
