Taliban’s Acting Foreign Minister Amir Khan Muttaqi Travels to Russia for Moscow Format Meeting

Amir Khan Muttaqi, the acting head of the Taliban’s Ministry of Foreign Affairs, left Kabul today, Monday, 14th of Mizan 1404 (October 6, 2025), heading to Moscow to participate in the regional meeting known as the ‘Moscow Format’.
According to sources reported by Ariana News, this regional meeting brings together representatives from countries across Asia and Eurasia, focusing on security, economic, and diplomatic cooperation. This year’s summit is expected to involve important discussions on the shared challenges and opportunities within the region.
While Afghanistan’s participation in such forums could serve as an opportunity to present the needs of its people on the international stage, the absence of a legitimate and representative structure within the Taliban administration raises serious questions about the legitimacy and nature of these engagements.
The Taliban administration has so far not been accountable regarding international commitments, human rights, and political inclusivity. Their diplomatic bodies are often accused of representing a specific group rather than the entire population of Afghanistan. Muttaqi’s presence in Moscow occurs amid Afghanistan facing an economic crisis, suppression of freedoms, and diplomatic isolation.
