Iran Begins Renewal Process for Temporary Afghan Residency Cards

Iran’s Ministry of Interior has issued a new directive initiating the renewal process for four types of temporary residency cards for foreign nationals, encompassing a large number of Afghan residents.
According to this directive, the temporary cards are categorized into four distinct groups. Type One temporary cards are designated for military personnel and government employees. The Taliban administration, which has forced many former Afghan security forces and government staff to leave the country, has resulted in several of these individuals residing in Iran. Relevant forms have been sent by Iran’s Ministry of Interior to the offices handling foreign nationals, which will invite eligible individuals based on their capacity. These cards will be valid until June 21, 2026.
The second type of temporary card pertains to foreign nationals married to Iranian citizens and their children. This group must also respond promptly to notifications from relevant offices and complete the renewal procedures. These cards are also valid until the end of June 2026.
The third type is issued for children of foreign nationals whose one parent holds an “Amayesh 18” or “Identity 17” card. For renewal in this category, only the family head, presenting identification documents of family members, needs to visit the offices. These cards are valid until June 21, 2026, as well.
The fourth card type is designated for individuals with special medical conditions. Eligible persons must submit their medical documentation to the offices according to the scheduled timelines, and upon evaluation by a medical commission, their cards will be renewed.
While thousands of Afghans have fled to neighboring countries out of despair over current conditions and the severe pressures from the Taliban administration, renewing these cards is seen as only a small step in addressing the fundamental issues faced by refugees. Iran’s Ministry of Interior has stated that detailed schedules for applicants to visit the offices will be announced by the foreign nationals offices in each province.
