Taliban Administration Signs Agreement on Information Infrastructure Cooperation

The Taliban-run Ministry of Communications and Information Technology has signed a cooperation agreement with the National Statistics Authority, covering the hosting of servers for digital ID cards, a new birth certificate system, and the creation of an advanced warehouse management platform at the National Data Center.
Under the agreements, the ministry will take responsibility for hosting all servers and technical equipment related to digital ID cards within its national data facilities. The new birth certificate issuance system will also be hosted in the same center.
In addition, a modern warehouse management system will be developed for the National Statistics Authority, featuring tools for inventory management, product registration with serial numbers, categorization, and stock monitoring. The aim of the new system is to streamline and organize warehouse operations across Taliban-run institutions.
At the signing ceremony, Hamdullah Noormani, acting minister of communications under the Taliban, pledged continued efforts toward implementing digital governance and providing technical services to other agencies. Abdul Salam Haqqani, deputy for finance and administration at the statistics authority, expressed appreciation for the cooperation, saying the agreement would improve the agency’s technical and service operations.
While the Taliban’s communications ministry claims it is making progress in digital governance, critics argue that a lack of transparency, information monopolization, and widespread damage to technical infrastructure in recent years pose serious challenges to such projects. The Taliban authorities have yet to clarify how they plan to ensure the security of citizens’ digital data.
